China does manufacture and process their hair, but most of the hair is actually from India. Bengal, Burma or Vietnam. They sacrifice their hair to their gods and it is distributed to places like China who process it and call it various different names.

Think about all of the hair extensions that are bought and sold on a regular basis. Where esle in the world would find such a mass production of hair? Brazilian and Russian women are just as eager to buy these hair extensions as we are for cosmetic purposes, and they are most certainly not shaving off their own hair.
There's no such thing as "Malaysian" versus "Peruvian" versus "Russian". They are all Indian hair at the start, and they have been processes (whether by chemicals or steam) to emulate different ethnic "textures".
